In 1854, during the negotiations that opened relations between Japan and the United States, this site served as the Japanese government’s headquarters and housed the Shimoda Bugyosho.
Earlier, Katsu Kaishu met here with Yamauchi Yodo while the latter was staying in Shimoda to seek pardon for Sakamoto Ryōma’s act of leaving his domain; the temple that granted that pardon is also well known.
It is also famous as the family temple of Tojin Okichi, and the Tojin Okichi Memorial Hall stands next to it.
